The Distance Education and Adult Learning Council (DEALC) is a private, non-profit organization that was founded by a group of educators in 1967. With over forty five (45) years of operational excellence; DEALC operates as a national accreditor for online; distance education learning institutions.

The purpose of this literature review is to provide background information about distance learning in adult basic education, specifically, to identify program design and policy implications to inform the use of distance education for GED® students in rural Pennsylvania. The present report looks at students in distance education in Europe and sets out to better understand the profile of the current student body in distance education (employment situation, age, gender, previous and current education), as well as their motivations of students to consider distance education, the main barriers to accessing distance education and the support adult learners receive.
